Sphagnum Moss to prevent Damping off

Ran across this as I was looking for lily seed planting instructions. Apparently sphagnum moss prevents damping off. Now I'm a little unsure as to whether it has components which inhibit the disease or, as the nurseryman told me, 'it's sterile'. The directions read as if you plant the seeds in it as a growing medium, but the source where I read about it used it as a top dressing over the lily seeds(planted in potting mix). Just a timely FYI

The bag that it comes in indicates the name is No-Damp Sphagnum moss--don't want anyone buying the wrong thing.
