Have an opportunity to gather seeds on some fountain grass (not sure if it is an annual or perennial). .. could u tell me what to look for .... where are the seeds and what do they look like and when do they form?

Jim,
Ornamental grass seed is usually very tiny. Even Pampas grass with its enormous plumes have very tiny seeds. They can be tricky to germinate because they are so difficult to recognize, but it can be done.
Just take the feathery sections at the tips of the plumes, rub them between your fingers to break them into tiny little pieces over the prepared soil and keep well watered. If the tip contained seed, they will germinate. Just make sure you rub it enough to break it apart, so the seeds will be loosened but not hard enough to crush the seed.
Take another feathery section and do the same over a piece of white paper and study it. You may surprise yourself and recognize the seed. But, I warn you, they are usually very tiny and sometimes hard to determine what parts are seed.
