Have my eye on some really pretty contrasting colored Rose of Sharons--the two colors just look so good together--kind of a steel blue and a rich pink. They are situated along a sidewalk so easy to access ! BUT, is this the time of year to propagate ?

I would say yes to your question. Last year I propagated many ROS around this time in Houston. Make sure the cuttings are protected as best they can be from the streses of summer. Have you thought about trying to graft one color onto the other shrub? This would not be the time of year for grafting but might want to consider trying that in the future (springtime).
There should be time left for summer cuttings of new wood. Reduce the transpiration by keeping them in a high humidity enclosure, and remove most of the leaves. Try a few and if they fail, you can still do dormant cuttings during the late winter. you will have to make note of which is which for dormant cuttings.

If cutting fail try getting some seed pods this fall. I dug up a bunch of little seedlings with only seed leaves this spring and now have a flat of ROS about a foot tall. I think I posted a picture of it somewhere. I also have some seedlings from seed Rebecca sent this spring. It is white with a red heart. It will be a nice contrast with the one I already have, plus extras to sell.
