I have a dwarf pine against the front of the house(heaven knows why it was postioned so that it cannot be seen from the front of the bed). Anyway, I think what with the 100+ degree onslaught(110 yesterday) and, the fact that I tore up the blasted landscape fabic, that it was short on water. Anyway, the top is toasted. I know pines are persnicketty about regrowing cut areas if I were to prune off the brown...any ideas ? I did water it just now.

Pines are very slow to show signs of stress. Which means your pine was in trouble well before you noticed the die back. A lot of times, by the time they do show it, it's too late.

I would not prune out any part of it yet, that would just add to the trauma that it is dealing with already. If you have heavy clay, it could be that you stressed the tree by breaking the near surface roots. Just a thin coat of mulch, and keep it watered.

Good luck with it.
