I have an 1100 gallon water tank hooked up to my gutters and it is getting an algea on the top of the water,Is it possible for water to go bad and not be able to use on the plants?

If the algea is just on top, I would think that all you need to do is to skim it off. The water should be okay for the plants.
One way to reduce algea is to provide shade. Lack of sun should slow down its growth.
I know that you could add chlorine, but how much before it is harmful to plants and how long to wait before using, I don't know.
Hopefully, others will provide their experiences and tips.
